Conservation of Cultural Heritage: Promoting Community Involvement in Thua Thien Hue Province

In recent years, many rapidly modernizing cities have been demolishing their heritage resources and characters in order to promote modernization. Many of them have now recognized their substantial losses as well as linkage between the past and the present as a base for future development. Therefore, retaining the values of urban heritage environments has become a matter of great urgency and a more urgent task on which focused the great efforts of local and international (ICOMOS and UNESCO) organizations.
Historically, Hue had been a capital city that was the place of various cultural layers recognized by UNESCO. Great efforts of local authority have been acknowledged over the years in increasing supports of finance, research for conservation, restoration of the relic system. Nevertheless, a large of the built heritages has been attached to residential areas scattered within Thua Thien Hue province. Many of the built heritages were preserved more effectively and efficiently under such communities’ protection, which was upon concrete interrelationships among members of the community and their built heritages. In other words, affordances of heritage environment (AsHE) is built up beyond (i) the history and development of such buildings; (ii) meanings of spatial, architectural details, landscape; (iii) memory of changing buildings over the time; especially in Gia Hoi- Cho Dinh Ancient Town of Hue City. Therefore, an approach of community-based conservation (a result of the theoretical research) is initiatively applied through five fundamental steps that encompass (1) profile mapping; (2) directive mapping; (3) reciprocal mapping; (4) affordance mapping and; (5) cure mapping towards feasible action plans. This approach is considered as a new conservation method of the built heritage in Vietnam and heritage sites in developing countries.
